Why Government Funds So Many Bursaries
Government bursaries exist to solve a specific problem: the public sector struggles to compete with private-sector salaries for scarce skills like engineering, town planning, IT, and finance, so it funds its own pipeline instead. A municipal or provincial bursary almost always comes with a work-back service obligation, meaning you commit to working for that municipality or department for a period matching your years of funding - in effect, a guaranteed graduate job in exchange for accepting a public-sector salary and posting. This makes government bursaries especially good value if you're open to a public administration, engineering, or policy career and want that first job locked in before you even finish studying. Before You Start Applying
Nearly every bursary in this guide is restricted to permanent residents of the specific municipality, district, or province funding it - a City of Cape Town bursary will not consider an applicant from Durban, no matter how strong their results. Confirm you actually qualify by residency before investing time in an application. Also budget extra time for these applications: government and municipal bursary processes tend to be slower and more document-heavy (proof of residence, affidavits, certified copies) than corporate ones.

SANRAL Bursary - For citizens under 35 entering first-year study with a 70% Matric average, in Civil Engineering, Computer Science/Information Systems, HR Management, or Public Procurement/Supply Chain Management. Full awards cover fees, accommodation, meals, and a living allowance. Closes 30 September 2026.
TETA Scholarship at the World Maritime University - For citizens with a relevant undergraduate qualification pursuing postgraduate maritime study at the World Maritime University, an institution founded by the International Maritime Organization. Closes 31 October 2026.
SASSETA Bursary - Open to unemployed South Africans aged 18-35 accepted at a public tertiary institution. Reported at R80,000/year for full-time university study (including a R10,000 laptop allowance), R35,000 for distance learning, R50,000 for TVET study.
Services SETA Bursary - For NQF Level 5+ study in a services-sector field, with at least 50% average and demonstrated financial need. Covers full or partial tuition; unemployed students also get accommodation and meals, with a travel/research allowance for postgraduates. Closes 31 October 2026.
NACI-NRF Scholarship - One of the narrowest awards on this site: only two scholarships awarded per year, for PhD-level study specifically in Science, Technology, and Innovation Policy. Closes 31 October 2026.
KAS-SAIIA Scholarship - For Master's students 30 or younger based in South Africa, who haven't yet completed their first year. Fully funds Master's study and includes a structured internship at SAIIA or KAS. Closes 1 September 2026.
Irish Aid Kader Asmal Scholarship - For citizens/residents with a Bachelor's degree and at least 2 years of relevant work experience. Covers application, tuition and exam fees, return airfare, accommodation, stipend, and visa costs. Closes 27 July 2026.
Canon Collins RMTF Scholarship - For citizens of South Africa or several neighbouring SADC countries studying postgraduate Law, Economics, Politics, or Climate Justice. R20,000-R100,000/year for up to two (Master's) or three (PhD) years.
Provincial Government Bursaries
Funded by a specific provincial government or one of its departments, restricted to that province's residents.
KZN COGTA Bursary - For KwaZulu-Natal residents aged 18-35, accepted for full-time undergraduate study. Covers tuition, textbooks, accommodation, and related costs, with a post-qualification service contract matching your years of study.
Eastern Cape Provincial Treasury Bursary - For Eastern Cape residents studying an undergraduate financial or economics-related field, with preference for limited-means households. Exact coverage confirmed case-by-case.
KZN Provincial Government Bursaries - For KwaZulu-Natal residents aged 18-35 with Matric, accepted for full-time undergraduate study. Reported to cover tuition, textbooks, accommodation, and a meal allowance or stipend.

City of Cape Town Bursary - For Cape Town residents with a 65% Matric average, studying a City-identified scarce skill, and not already receiving other financial assistance including NSFAS. Ingquza Hill Local Municipality Bursary - For residents aged 18-35 in Matric or holding a Matric certificate with good results. Assistance toward tuition and, depending on need, accommodation and textbooks - exact amounts assessed case-by-case.
Lephalale Municipality (Mayoral) Bursary - For residents studying a field beneficial to the municipality or a scarce skill, with consistent good academic performance and preference for unemployed/indigent parents. Covers tuition, accommodation, meals, and prescribed books.

Is a national SETA bursary better than a municipal one?
They serve different purposes. SETA bursaries (like SASSETA or Services SETA) are sector-wide and open to applicants nationally regardless of where you live, while municipal bursaries are hyper-local but often come with a guaranteed job in that specific municipality afterward.
