Alfred Nzo District Municipality (ANDM) is one of six districts in the Eastern Cape. It lies in the north-east of the province, close to the KwaZulu-Natal and Lesotho borders. The district takes its name from Alfred Baphethuxolo Nzo, a leader in the struggle against apartheid and a former secretary-general of the ANC. Mount Ayliff, also called EmaXesibeni, is the district seat.

The district contains four local municipalities. They are Matatiele, Mbizana, Ntabankulu and Umzimvubu. Most people speak isiXhosa, and the 2011 census counted about 801,000 residents. Much of the area is rural. As a result, many households depend on the municipality for water, sanitation and basic services.

ANDM works through departments that cover budget and treasury, community services, corporate services, infrastructure, planning and economic development. It also runs fire and rescue, disaster management and municipal health services. Its stated vision is that by 2030 communities will enjoy better public infrastructure in a sustainable way.

How the municipality supports students

The municipality offers a bursary programme for local students. It focuses on scarce and critical skills that the district needs to deliver services and grow. The list changes from year to year. A recent call included civil engineering, mechanical engineering, mechatronics and marine engineering. It also named disaster management, water and environmental science, GIS, town and regional planning, and graphic design.

These fields link directly to local government work. For instance, civil and water specialists help to build and maintain reticulation. Planners and GIS experts help the district manage land and development.

Local bursaries matter in a district like this. Many young people grow up far from big universities, and travel and accommodation add to the cost of study. When a student returns with a qualification in water, planning or engineering, the whole community benefits. Mount Ayliff, the district seat, is a small town of about 5,000 people according to the 2011 census, so skilled professionals are in short supply.

The district also includes towns such as Matatiele and Maluti, which sit near the Lesotho border. Distances between these places are large, which makes good roads, clean water and sound planning even more important.

What to know before applying

The bursary is for residents of the district only. Recent criteria asked applicants to be South African citizens aged 16 to 35 with a matric certificate. They also had to show academic promise and financial need, and to plan study at a public university.

Application forms have been available from ANDM offices, the four local municipalities and ward councillors. This is useful for students who live far from the main office.
