About Cape Winelands District Municipality
Cape Winelands District Municipality serves the Boland region of the Western Cape. It covers five local municipalities: Breede Valley, Drakenstein, Langeberg, Stellenbosch and Witzenberg. Together they stretch across more than 21,000 square kilometres. The 2011 census counted nearly 790,000 residents. Major towns include Paarl, Worcester, Stellenbosch and Wellington. Most residents speak Afrikaans, followed by isiXhosa.
The district is best known for wine, fruit and tourism. The municipality has offices in Stellenbosch, Worcester, Paarl, Ceres, Robertson and Montagu. It handles services such as fire and disaster management, municipal health, district roads, waste and local economic development.
A Socio-Economic Development division also backs growth in the region. It runs a small farmer support programme and an entrepreneurial seed fund for small businesses. It also funds tourism events. These programmes show that the council links education and enterprise. Meanwhile, the district describes Stellenbosch as a town with a long history in wine and academia, so many local students have a university close to home.
The Mayoral Bursary
The municipality funds students through its Mayoral Bursary. The aim is to help local young people study toward qualifications that the district needs. Past calls listed engineering, environmental studies, urban and regional planning, artisan trades, risk management, social and community studies, information and communication technology, education, law, accounting, auditing and medicine.
Applicants must be South African citizens and must live permanently inside the district. Matric must be completed or in progress. You should be studying, or planning to study, toward a degree, national diploma or national certificate. In addition, the municipality looks for financial need and strong marks.
What to know before applying
The application form must come with certified copies of your ID, matric results, academic records, proof of residence and proof of income. Past calls closed on 30 November at 4 pm. Forms were delivered or posted to the municipality's Worcester office, addressed to the municipal manager. Check the cut-off time carefully, and plan your delivery well ahead.
The published information does not confirm how many bursaries are awarded or what each one pays. It also does not confirm whether recipients must work for the municipality afterwards. Check the amount, the conditions and the current deadline on the official municipal website before you apply. Because the bursary is only for district residents, applicants from other areas should look at their own local municipality instead. Some local municipalities in the district also run their own schemes. For example, Langeberg Municipality advertised a bursary for the 2026 academic year. Each scheme has its own rules and dates, so you can apply to more than one.
