About LGSETA

The Local Government Sector Education and Training Authority, known as LGSETA, is one of South Africa's Sector Education and Training Authorities. It reports to the Department of Higher Education and Training. Its job is to promote skills development across municipalities and related public bodies, and it works from the skills levies paid by those employers.

Local government struggles to attract and keep professionals in scarce fields. Many municipalities lack enough engineers, planners and finance specialists. LGSETA therefore funds learning programmes, internships and bursaries to build a steadier supply of qualified people who understand public service delivery.

How LGSETA supports students

The LGSETA Bursary is aimed at unemployed South Africans who want to study full time. Recent funding windows have covered a range of fields that match municipal needs. Examples include civil and electrical engineering, engineering management, information technology, public administration and management, supply chain management, finance and accounting, environmental health, and town and regional planning. The list is not fixed, however, and each funding window sets its own priority fields and qualification levels.

Students can study at a public university, a university of technology or a TVET college, depending on the programme. You must be a South African citizen or permanent resident, and you must be in matric or have completed it. In addition, you need to meet the entry requirements of your chosen institution. A recent call offered around 230 bursaries across several specialisations, so competition is strong.

What to know before applying

An award normally covers one year of study. Consequently, you must reapply every year and show that you are still eligible. Shortlisted applicants are usually told the outcome within a few months of the closing date.

Applications go through the LGSETA online portal only. Emailed or hand-delivered forms are generally not accepted. Prepare certified copies of your ID, matric results, academic record and proof of admission. You will also need an affidavit confirming you are unemployed and documents showing your household income.

It also helps to think about where a qualification can lead. Municipalities need civil engineers to maintain roads, water and sewer networks. They need town planners to manage land use, and finance and supply chain graduates to run budgets and tenders. If you want a stable career in public service, and you match the unemployed and full-time study criteria, the LGSETA bursary can open a practical path into that world.

The published terms do not describe a binding work-back period with LGSETA itself. Even so, the authority funds fields that local government needs, so graduates often find opportunities in municipalities. Closing dates and field lists change from year to year.
