SAICE SPEBS

SPEBS — the SAICE Patrons' Engineering Bursary Scheme — is a bursary fund administered by the South African Institution of Civil Engineering (SAICE) from its Midrand office. The scheme predates SAICE's current form: it was initiated in 1992 by the South African Institute of Civil Engineering Technicians and Technologists (SAICET) as the "SAICET Patrons' Engineering Bursary Scheme," and when SAICET later merged into SAICE, the scheme and its SPEBS name were retained rather than folded into a new programme.

SPEBS is funded not by SAICE itself but by a group of industry "patron" companies within the civil engineering sector, which contribute either to a shared bursary pool or fund named bursaries awarded in their own company's name. This patron-funded structure exists because SAICE and its industry members share a direct interest in growing the number of qualified civil engineering technicians, technologists, and engineers entering a profession South Africa is chronically short of. Awards are made per semester — up to roughly R7,000 toward registration, tuition, and prescribed books — to financially needy, academically deserving students studying toward a National Diploma or Degree in Civil Engineering, based on merit, need, and the funds available that semester.
