The Tirisano Construction Fund is a socio-economic development trust established under the Voluntary Rebuilding Programme (VRP), a settlement agreement signed in October 2016 between the South African government and seven major JSE-listed construction companies - Aveng, Basil Read, Group Five, Murray & Roberts, Raubex, Stefanutti Stocks and WBHO. The companies had admitted to collusion and bid-rigging in a 2013 Competition Commission settlement, and agreed to contribute a combined R1.5 billion over 12 years toward transformation and development in the construction sector.
The Fund is administered by the Industrial Development Corporation (IDC) and runs programmes supporting emerging and black-owned contractors, basic education infrastructure, and skills development, including an external bursary scheme for students pursuing built environment qualifications such as civil, structural, electrical and mechanical engineering, quantity surveying, construction management and related fields.
